PUBLIC PRIVATE PARTNERSHIP

Public-private partnership (PPP) is one of the ways to implement infrastructure projects based on long-term interaction between the public and private parties under a concluded agreement, in which the private party participates not only in the creation (design, financing, construction or reconstruction) of an object infrastructure, but also in its subsequent operation and/or maintenance in the interests of the public side.

In February 2017, on the basis of the Development Corporation of the Republic of Mordovia, a specialized structure began its work, which implements the functions of supporting public-private partnership projects – the PPP Center (since 2021 - the Department of PPP and Administrative Work).

PPP DEPARTMENT:

• attracts investors to implement investment projects in the field of public-private partnerships, as well as concession agreements;
• develops and supports both public and private PPP initiatives in various sectors of the region's economy;
• organizes educational seminars, courses in the field of PPP;
• monitors PPP/MPP projects, concession agreements implemented on the territory of the Republic of Mordovia.

PARTICIPATION OF THE REPUBLIC OF MORDOVIA IN THE PUBLIC-PRIVATE PARTNERSHIP IS CARRIED OUT IN THE FOLLOWING FORMS:

1) conclusion of a concession agreement and an agreement on public-private partnership (115-FZ);

2) other forms of "Quasi-PPP" (agreement on social and economic cooperation, investment memorandum, long-term lease with investment obligations, etc.);

3) granting to the private partner the lease of land plots in state/municipal ownership, on which the objects of the agreement are located or should be located, as well as lease benefits for the use of property.

PROCEDURE FOR DECISION-MAKING ON CONCLUSION OF CONCESSION AGREEMENTS, AGREEMENTS ON PPP, MPP, INCLUDING FOR A TERM, EXCEEDING THE VALIDITY OF THE APPROVED LIMITS OF BUDGET OBLIGATIONS

1) Law of the Republic of Mordovia “On the regulation of certain issues in the areas of PPP, concession agreements on the territory of the Republic of Mordovia” No. 83-Z dated October 20, 2017.

2) Decree of the Head No. 122-UG of May 26, 2017 “The procedure for interaction between the executive bodies of state power of the Republic of Mordovia in the preparation, conclusion, execution, amendment of concession agreements in relation to heat supply facilities, centralized hot water supply systems, cold water supply and (or) sanitation, individual objects of such systems, the concessor for which is a municipality in the Republic of Mordovia”.

3) Decree of the Government of the Republic of Mordovia dated December 25, 2017 No. 683 “On the interaction of the executive bodies of state power of the Republic of Mordovia in the preparation and implementation of public-private partnership projects and concession agreements”.

4) Decree of the Government of the Republic of Mordovia dated December 25, 2017 No. 682 "On approval of the procedure for making decisions on public-private partnerships, concession agreements for a period exceeding the validity period of the approved limits of budget obligations".

EXPERIENCE IN IMPLEMENTING PPP PROJECTS IN THE REPUBLIC OF MORDOVIA

Number of PPP projects (including Quasi-PPP) in the Republic of Mordovia - 61, of which by implementation stage: 15 projects completed, 46 projects are being implemented (including 2 concession agreements, 8 energy service contracts, 36 Quasi-PPP projects). The volume of private investments amounted to 1.659 billion rubles. Projects are being implemented by areas: in the housing and communal services - 36; sports projects - 1; in the field of IT - 1; energy service contracts - 8. Most of the projects are implemented at the municipal level.

Starting from 2017 to 2021 the Republic of Mordovia takes 64th place in the “Ranking of subjects of the Russian Federation by the level of development of the PPP sector” (in 2016 - 61st place).

• Infrastructure for Solid Municipal Waste management.
• Infrastructure of the social protection system.
• Sports and tourism infrastructure.
• Communal infrastructure (water supply, sewerage, heat supply).
• IT sphere (information technologies, programs, databases, or information technology objects).
